Cognizant with the current ARMM government’s thrusts on promoting transparency, accountability and efficiency and in order to operate “the principles of accountability and transparency in the performance of functions and responsibilities at all levels” and pursuant to 3rd para, Section 1.6 of the Implementing Rules and Regulations on Muslim Mindanao Act 279.
It is observed that the conduct of the “division liaison officer” has duplicated the inherent functions of certain division officers (SDS, ASDS, AO and HRMO) and made liaising with the Regional Office redundant, cumbersome and complicated. There are also allegations of “division liaison officer” taking out appointment documents which have been officially endorsed by the division to the regional office, and by the latter to the Civil Service Commission.
Aside from the Schools Division Superintendent and the Assistant Schools Division Superintendent, only the Division AO or the HRMO shall be authorized to liaise with the Regional Personnel Section and Payroll Unit.
All other designation such as “division liaison officer” either of a regional staff or detailed staff are now deemed revoked effective immediately. This designation shall cover liaising with CSC, DBM, DepEd CO and ORG.
Division liaison officers detailed at the Regional Office are directed to clear themselves from property, money and administrative accountability from their respective Schools Division Superintendent and report back to their school assignment; they shall not be allowed to be detailed either at the division or district office; unless they are holding clerical position. The same is true with division liaison officers designated from the ranks of the regional staff.
All regional officials and staff are hereby ordered to cease and desist from dealing with any of these “division liaison officer”.
Division liaison officers detailed at the Regional Office are given up to the end of May 2012 to comply. Failure to comply will be dealt with relevant DepEd, CSC and CoA rules and regulations.
Liaising with the Regional Office by division AOs and HRMOs shall be covered with an authorization letter specifying the authorized matter to be transacted by the concerned officials.
All regional memos and other issuances or parts thereof which are inconsistent with this memo are hereby revoked, amended and/or modified accordingly.
