Iqbal presented the Learning Continuity Plan in Bangsamoro region.

Cotabato City, June 15, 2020. Minister Iqbal has recently launched the Oplan Balik Eskwela in response to COVID-19 pandemic and opening of classes on August 24, 2020.

In the Ministry’s first virtual meeting, the government’s plans for safe child learning were outlined to education officials and schools across the region.

Key to implementation of the plan is a new multi-platform communication system provided by Australian Embassy Manila in partnership with Department of Education.

Two-way radio networks are being established in remote Barangays and islands, school networks and community volunteers mobilized to cascade and gather information. The Ministry’s radio station will also be restored to broadcast public announcements and education programs.

The system includes a range of online and offline communication platforms, including an SMS gateway for information exchange with mobile phones.

MBHTE Learning Continuity Plan Guidelines for SY 2020-2021.

As a result of inclusive survey and thorough discussions among stakeholders, and in consideration of existing policies from the National Government, the Ministry hereby adopts principles in determining and implementing appropriate measures during the pandemic.
In the implementation of Education Continuity Plan, the Ministry shall ensure provision of technical, logistics, financial, and other necessary support to its schools, Madaris, School Division Offices (SDO) offices, VocTech training centers in the provincial offices, and Higher Education Institutions (HEIs).
Further, the Ministry shall consider the responsibilities, duties, and workloads of its teaching and non-teaching personnel comprising in the four (4) sectors of education in the Bangsamoro.

MBHTE and UNICEF inked Memorandum of Agreement (MOA) to strengthen Bangsamoro Children’s Right to Education.


In Cotabato City, February 20, 2020 --- The Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) and UNICEF Philippines signed MOA to strengthen efforts in upholding children’s rights to education in the region.

The agreement includes action areas that will provide education services especially in Bangsamoro’s hard-to-reach communities. 

“I am grateful for the support of UNICEF Philippines in this endeavor, which will focus on expanding our services in the areas of early learning, basic education, alternative learning, and emergency preparedness and response,” said Minister Mohagher Iqbal.


Citing the Bangsamoro Organic Law, Iqbal added that the Bangsamoro Government shall prioritize the welfare and rights of every child across the Bangsamoro regardless of their socio-economic status, religion, and tribal affiliation.
