ARMM cabinet aspirants face rigid screening

COTABATO CITY- More than 100 applicants for different Cabinet Positions in ARMM gathered yesterday, June 29, in the ORG Building to participate in an assessment and screening process- a first in the two-decade history of the Region.

The said assessment and screening process is in line with ARMM Governor Mujiv Hataman's thrust in forging a reformed bureaucracy in the region and in providing a chance to its aspiring leaders-- whether close to him or not-- to become an active part in his administration as a Cabinet Member or technical staff. This action departs from the traditional method of appointing Cabinet Members by mere exercise of discretion as head of the region.

The Development Academy of the Philippines (DAP) is the one facilitating the screening process which will continue tomorrow.

Registration began at 10:00 AM and closed at 12:00 noon. At about 2:00 PM, the hopefuls were clustered accordingly. Group A is composed of incumbent Cabinet Members who are seeking reappointment. Group B consists of candidates for Regional Secretary or Head of Agency coming from the outside. The aspirants for Assistant Secretary, Undersecretary, Director and Technical positions are in Group C.

Group A were interviewed by members of the screening panel from the DAP after they took a test which measured their job perception and ability. The interviews ended at around 12:30 AM today.

Simultaneously, Group B underwent a Strategic Planning Workshop session with other members of the screening panel from DAP. Their outputs will be presented in front of the Regional Governor, two panelists from Civil Society Organizations and an official from DAP, today starting 8:00 AM.

Meanwhile, members of the Group C underwent a series of standardized tests namely; Thurstone Test of Mental Alertness, Flanagan Industrial Tests for Planning, Judgement and Comprehension, The Gordon Personal Inventory and Profile and Abstract Reasoning Test.

Today, the applicants for Assistant Secretary, Undersecretary and Director positions will undergo the Strategic Planning Workshop Session and will also be presenting their outputs to the Regional Governor and the rest of the panelists. The other members of the screening panel will also be checking and validating the assessment results to determine applicants for Technical Staff position who will proceed to the next level.

Tomorrow, July 1, Hon. Mujiv Hataman will be announcing the successful aspirants who will form part of his administration's Cabinet, during the first flag ceremony of his new mandate as an elected Regional Governor of ARMM.

It can be recalled that during Hataman's stint as OIC Regional Governor after the passage of R.A. 10153, he pioneered several reform programs together with his Cabinet Members. This included the creation of a centralized Personnel Selection and Promotion Board which instituted thorough screening of applicants for career plantilla positions in the different line agencies of ARMM.

Making his Cabinet undergo such process is a way of Hataman to prove that he is serious in his bold stance and commitment to gain a reformed constituency in preparation for the Bangsamoro Framework.
