Assalamu a’laykum!

Firsly, I would like to convey my congratulations to the batch of 2013 in the ARMM. I also extend my salutation to the parents for the unconditional love and unwavering support they have extended to their children in this very important undertaking. Graduation is as much for the graduating pupils and students who kept the faith to stay in school as much as for their parents who persist and insist on keeping their children in school.

Secondly, we are pleased and proud of the 2013 graduates because we considered as the pioneering batch under our reform framework--- you are now the product of reform of DepEd-ARMM. We could have done much to prepare you more as you pursue higher learning. But most of our task last school year was focus on addressing matters that would prepare us as we battle the more difficult challenges besetting DepEd-ARMM.

Alhamdulillah, we were able to accomplish the daunting task of improving the quality of our data. We now know more accurately the number of teachers and schools our region actually needed. We were able to get rid of your ghost teachers, classmates and schools. And we are setting up the system and mechanism to make sure that they will not return back.

Alhamdulillah, we were able to address most of the problems of your teachers. They now receive their salaries on time and their GSIS problem amounting to close to two billion pesos is soon be over. And very soon they will avail their benefit from GSIS. Your teachers who were victimized by loan-sharks can now be freed from the bondage of usury because we have already an agreement with the Land Bank for their loan buy-out.

Alhamdulillah, thanks to the reform team of DepEd-ARMM for coming up with new creative and innovative programs to uplift the quality of our education in the region. Last year, around 40 programs and projects were implemented for the first time in DepEd-ARMM to support our reform initiative.

Finally in keeping abreast with the program direction of DepEd Central and the National Government, we made sure that K-12 program is implemented in the ARMM.

The salient features of K-12 complement in so many ways our reform agenda of improving governance for a peaceful and progressive ARMM through an informed, educated and engaged constituency. The Early Childhood Education employing the principle of Universal Kindergarten, Making the curriculum relevant to the learners through Contextualization and Enhancement, Building Proficiency through Language or Mother Tongue-Based Multilingual Education, and Nurturing the Holistically Developed Filipino(College and Livelihood Readiness, 21st Century) are among the K-12 features that are seen to help empower our youth and children as they face the challenges of the future and prepare them in the noble task of nation building.

Indeed we are glad that K-12 was launched last year in the ARMM and that “all systems” is ready for its transition in DepEd-ARMM.

Finally, our commitment is still high to pursue reforms in the department. We will continue to embark on more tested programs and projects in support of the K-12 program even as we continue our efforts in the improvement of our systems and processes in DepEd-ARMM. With the continued support of our government, our stakeholders, and with the return of the BEAM-ARMM Program, we are now in the best position to provide more access to and improve the quality of education of our youth and school children.

Again, I say my congratulations to you. I now pronounce you graduates. I now declare you all as prime products of our reform.
