ARMM cabinet selection in progress, RG to announce list tomorrow

June 30, 2013, Cotabato City - Candidates to top government positions in the ARMM are converged at the Office of the Regional Governor (ORG) to undertake a unique selection process. Candidates for secretary, assistant secretary, director, consultant and senior technical specialist posts are going through five (5) tests, workshop to develop a strategic plan and a panel interview.

The five tests include the Thurstone Test of Mental Alertness, Flanagan Industrial Tests on Planning and, Judgment and Comprehension, and Gordon Personal Profile and Personality Profile.

The workshop is individual development of a strategic plan to determine deep appreciation of the agency's situation. The output includes expressing the agency's charter statement; identification of key reform areas, outcome and performance indicators; and an action plan based on the applicant's personal appreciation.

The panelists for the interview include the Regional Governor, Regional Vice Governor, Professors from the Development Academy of the Philippines (DAP) and CSO representative. 

From the shortlist of qualified candidates of this process, the Regional Governor will select and announce the composition of his new cabinet. Tentative schedule is tomorrow morning during the flag ceremony at the ORG Complex.

ARMM cabinet aspirants face rigid screening

COTABATO CITY- More than 100 applicants for different Cabinet Positions in ARMM gathered yesterday, June 29, in the ORG Building to participate in an assessment and screening process- a first in the two-decade history of the Region.

The said assessment and screening process is in line with ARMM Governor Mujiv Hataman's thrust in forging a reformed bureaucracy in the region and in providing a chance to its aspiring leaders-- whether close to him or not-- to become an active part in his administration as a Cabinet Member or technical staff. This action departs from the traditional method of appointing Cabinet Members by mere exercise of discretion as head of the region.

The Development Academy of the Philippines (DAP) is the one facilitating the screening process which will continue tomorrow.

Registration began at 10:00 AM and closed at 12:00 noon. At about 2:00 PM, the hopefuls were clustered accordingly. Group A is composed of incumbent Cabinet Members who are seeking reappointment. Group B consists of candidates for Regional Secretary or Head of Agency coming from the outside. The aspirants for Assistant Secretary, Undersecretary, Director and Technical positions are in Group C.

Group A were interviewed by members of the screening panel from the DAP after they took a test which measured their job perception and ability. The interviews ended at around 12:30 AM today.

Simultaneously, Group B underwent a Strategic Planning Workshop session with other members of the screening panel from DAP. Their outputs will be presented in front of the Regional Governor, two panelists from Civil Society Organizations and an official from DAP, today starting 8:00 AM.

Meanwhile, members of the Group C underwent a series of standardized tests namely; Thurstone Test of Mental Alertness, Flanagan Industrial Tests for Planning, Judgement and Comprehension, The Gordon Personal Inventory and Profile and Abstract Reasoning Test.

Today, the applicants for Assistant Secretary, Undersecretary and Director positions will undergo the Strategic Planning Workshop Session and will also be presenting their outputs to the Regional Governor and the rest of the panelists. The other members of the screening panel will also be checking and validating the assessment results to determine applicants for Technical Staff position who will proceed to the next level.

Tomorrow, July 1, Hon. Mujiv Hataman will be announcing the successful aspirants who will form part of his administration's Cabinet, during the first flag ceremony of his new mandate as an elected Regional Governor of ARMM.

It can be recalled that during Hataman's stint as OIC Regional Governor after the passage of R.A. 10153, he pioneered several reform programs together with his Cabinet Members. This included the creation of a centralized Personnel Selection and Promotion Board which instituted thorough screening of applicants for career plantilla positions in the different line agencies of ARMM.

Making his Cabinet undergo such process is a way of Hataman to prove that he is serious in his bold stance and commitment to gain a reformed constituency in preparation for the Bangsamoro Framework.

Module Development Workshop starts on July 1

The consultation of the BEAM-ARMM Program with selected divisions, districts and schools point to additional support for the K to 12 implementation. While Grades 1, 2, 7 and 8 teachers have undertaken summer training program; division and district supervisors and school heads require a different form of K to 12 orientation, one akin to their supervisory functions. K to 12-trained teachers also require additional, more in-depth support on pedagogy and assessment. DepEd-ARMM and BEAM-ARMM officials also met with DepEd-CO officials to insure complementation and avoid redundancy of intervention.

In coordination with DepEd-ARMM Regional Office, the BEAM-ARMM Program will undertake a 7-day initial module development workshop to frame the training content, methodology and evaluation. Members of the Regional ManCom were abreast of this workshop and requested to allow participants from their division to travel on official time. This workshop will be held at the Pinnacle Hotel, Davao City.

During the workshop, there will be inputs on brain psychology, child development (for elementary pupils) and youth development (for secondary students); instructional supervision under K to 12; RAMSE analysis and implication to K to 12 implementation; and school-based management as it relates to K to 12 implementation.

Expected outputs from this workshop are: modules for the training of trainers, for division and district supervisors, school heads and master teachers, grades 1 and 7 teachers.

Feature: "Making Positive Change Happen in ARMM Education"


Atty. Maisara C. Dandamun-Latiph, Chevening Alumna (SY 2007) wrote a blog in celebration of UN Public Service Day on 23 June.

My being a lawyer is not an accident, it was a dream come true. I later became a government lawyer at the Office of the Solicitor General. As State Solicitor my function largely involved defending and protecting public interest. These demand drafting pleadings and appearing in appellate courts. I have taken much pride in my work as a Solicitor with the values of integrity in advancing public interests.

While lawyering is my profession, my passion is education. Being an educator had never been a dream; I discovered my passion just ten years ago when I and other friends established an Elementary School in an under privileged community in Quiapo, Manila.

"Lately, I was fortunate to pursue my passion. In January 2012, my husband persuaded me to join and support the 16-month transition government of Autonomous Region in Muslim Mindanao, which seeks to reform the governance in the region. He had confidence in me that I am capable of making greater impact in ARMM’s education sector. It was a challenge and a very difficult decision to make. My passion prevailed and I became part of the Reform Team of Department of Education-ARMM.

I became a part of a team responsible for nearly a million children and supervising 22,000 teachers in a region situated in a conflict area. For the first time in ARMM, I was able to launch National Qualifying Exams for School Heads for more than 2,000 principals, capability-training for District Supervisors, implemented fully the K+12 Program, and implement an open and functional Personnel and Selection Board based purely on merit and fitness.

My experience in the University of Manchester as a Chevening Scholar has deepened my ideas on public service and strengthened my values of integrity and excellence. Studying there with exposure to education institutions, its policy, its management and its leadership together with the degree of Masters in School Improvement and Leadership had given me valuable wisdom and knowledge in my current position in ARMM. It taught me that leadership matters in a fragile region in ARMM, my experience is that, in educational sector, no one will follow you out of rhetoric..."

BME Awards Permit to Operate (PTO) to New Madaris

The Bureau of Madaris Education (BME) awarded Permits to Operate (PTO) to the 26 madaris assisted by the BEAM-ARMM Program. The PTO is an acknowledgement from DepED-ARMM that these madaris offers a unified culturally sensitive curriculum and has become part of the Philippine education system. The BEAM-ARMM Program plans to support at least 30 madaris in the BASULTA (Basilan, Sulu, and Tawi-Tawi) areas to improve physical facilities and strengthen teaching capacities.

The Basic Education Assistance for Muslim Mindanao (BEAM-ARMM) Program, funded by Australian AID and implemented by DepED-ARMM, is a 6-year education program that enables children and youth in Muslim Mindanao to develop and reach their potential. The Program delivers accessible and healthy learning facilities, quality teachers, learning materials, and a protective environment for children in need and out of school youth, through effective, transparent and accountable management systems.

The Program contributes to the alleviation of poverty in ARMM and, in the longer term, to the emergence of sustainable peace through closely targeted investments in basic education that prepare ARMM to engage productively with economic opportunities as they arise. The contribution from the Government of Australia for the initial 3-year phase of BEAM-ARMM is valued at AUD $85M and AUD 8.5M over 72 months from the Government of the Philippines.

Australian AID and DepED-ARMM Partner Provide Early Childhood Education to Conflict-Affected Islamic Schools

On 17-19 June 2013, AusAID and DepED-ARMM, through the Basic Education Assistance for Muslim Mindanao (BEAM-ARMM) Program, assisted 76 Islamic Schools (Madaris) to gain capacity in providing Kindergarten education in conflict-affected areas of ARMM.

These Madaris will implement the Refined Standard Madrasah Curriculum (RSMC), which paves the way to their recognition as educational institutions by DepED, resulting in increased educational opportunities for children and additional training and resources for the madrasah.

The BEAM-ARMM Program, DepED-ARMM’s Bureau of Madaris Education (BME), UNICEF, and the Bangsamoro Development Agency (BDA), teamed to provide 149 Principals and teachers with training on the Tahderriyah Curriculum in Cotabato City. The use of the curriculum will equip the asatidz/teachers with the necessary knowledge and skills to provide a more innovative learning experience to children and provide culturally sensitive quality education. This training allows the madaris to offer a kindergarten class this school year (2013-2014), aligned with the K+12 program of DepED. Additionally, they will be able to access financial assistance under the madrasah program, as authorized by DepED Order No. 81, s. 2007.


The training included studying the fundamentals of child development, translating learning competencies into classroom instruction and participate in hands-on activities, and experiencing the different learning blocks (daily schedules) of the Tahderiyyah Curriculum. Among the participants were the principals of the different madaris and DepED Madrasah Coordinators, who will provide the necessary post-training coaching to their teachers to ensure the successful implementation of the curriculum.

111 more new teachers inducted

Zamboanga City - 111 new teachers from the divisions of Lamitan City, Basilan, Sulu and Tawi-Tawi completed their week-long induction program yesterday. These are all LET passers and their eligibility was verified using the online system of the Professional Regulations Commission (PRC). This number represent the 5th batch of teacher-inductees since the assumption of office of the current ARMM leadership.

RG Mujiv Hataman insisted on developing a program that would instill sense of belongingess, pride and public service to new recruits. He also insisted on the physical count of new recruits.

RS Atty. Jamar Kulayan said, the training is also a way to provide new teacher recruits with firsthand information about GSIS, PhilHealth, PagIBIG, PPSTA, BIR and CSC. In addition to these, teacher recruits were also oriented on the new K to 12 program, DepEd rules and regulations pertaining to personnel matters, and classroom management. 

The latest content added to the training program is on the UNICEF's Brain Psychology and Child Development.

During the Closing Program, impressions from the participants acknowledge the current leadership and the reform agenda as truly for quality education. Inductees now believe that change is at hand. Recruitment is now based on merit and fitness and not anymore about "palakasan", the process clearer and faster. They are motivated to make a difference in the classroom. Aside from cognitive learning, participants also heard "testimonials" from successful professionals about their best teachers; and created rapport among themselves.

Some were emotional when they finally saw and hold their approved appointment. After years of waiting, LET passers are now truly prioritized.

The 5-day training is free. Accommodation and food are charged to DepEd-ARMM funds, and participants are also reimbursed their round trip transportation cost.

The training team have started preparatory work on the Batch 6 (Maguindanao) and Batch 7 (Lanao). They are just waiting for the completion of the transition from OIC period to the full-fledged 3-year term of RG Mujiv Hataman.

Batch 5 of new teachers to be inducted

After the successful conduct of Batch 4 mainly from Lanao and Marawi City divisions, DepEd-ARMM will conduct the Batch 5 of the Regional Teacher Induction Program (TIP) on June 17-22, 2013 at Cecille's Catering and Pension House, Tumaga Porcentro, Zamboanga City

Regional Secretary Atty. Jamar Kulayan reiterates, all of these teacher-inductees are LET passers and in order to put a stop on allegation of "fake eligibility", all of these recruits have their license validated through the PRC online verification system. Verification is a cornerstone of the recruitment process in DepEd-ARMM under the current reform government in the ARMM.

This week-long induction is in compliance with Civil Service requirement as specified in Section 7(b) of Rule VIII of Book V of Executive Order 292. The induction program is about providing first-hand information to new entrants in government service, specifically on DepEd-ARMM system, rules and regulations, rights and responsibilities of public school teachers, the recently approved K to 12 law and status of its curriculum implementation, and a host of supplementary topics relevant to teachers such as membership and privileges in GSIS, PhilHealth, Pag-IBIG and becoming responsible taxpayers.
