CSC conducts orientation on HR Plan, SPMS and ARTAc for island divisions

The DepEd-ARMM in collaboration with CSC-ARMM is conducting an orientation workshop on HR Plan, SPMS and ARTAc Compliance for ASDSs, AOs, HRMOs and Planning Officers of the island divisions. Also joining the workshop are selected personnel of the Regional Ports Management Authority (RPMA).  

This activity is consistent with the general directive of RG Mujiv Hataman to improve the regional bureaucracy, thereby ensuing public service delivery.

The development of an HR Plan is CSC-requirement. It serves as a basis for personnel requirement,  compensation, promotion, retention and retirement. 

SPMS is strategic performance management system defines the basis for compensation and fringe benefits based on length of service and performance. Performance is tied with national policy and agency direction. 

ARTAc is Anti-Red Tape Act of 2007 with the aim of improving transparency and participation, promoting accountability and participation. Among the requirements of this law is the adoption of citizens charter.

For the last 23 years of existence, DepEd-ARMM has not complied with the HR Plan. Towards this end, RS Atty Jamar Kulayan opines that this activity will prepare the personnel to contribute positively to the improvement of work processes.
