BEAM-ARMM Vacancies

Cardno is the managing contractor of Basic Education Assistance for Mindanao (BEAM ARMM) Programme of DepEd ARMM, funded by Australian Agency for International Development (AusAID). BEAM-ARMM Program’s goal is to contribute to the alleviation of poverty in ARMM and, in the longer term, to the emergence of a sustainable peace through closely targeted investments in basic education that prepare ARMM to engage productively with economic opportunities as they arise. BEAM-ARMM was designed to contribute to this goal through provision of support to (i) Early Childhood and Basic Education; (ii) School Health and WASH Facilities; (iii) Technical Vocational Training and Skills Development for Out-of-School Youth (OSY); and (iv) Alternative Delivery Model.

1. Program Officer for Basic Education (PO-BE) 

Overall Purpose of the Position
The Program Officer for Basic Education (PO-BE) will work in a team with BEAM-ARRM colleagues and the counterpart agency (DepED) staff. This will require the PO to establish and maintain harmonious and effective relationships and undertake all duties to a high professional standard. The PO will undertake specific responsibilities prescribed below. Duties may be varied from time to time as determined by the Team Leader to meet changing Program needs.
Roles and Responsibilities

a. Provide technical, coordination, and administrative support to the Basic Education team in planning and implementation of classroom infrastructure improvements, teacher professional development, school-based management and support to Madaris Education

b. Liaise with Field Officers, service providers and/or other partners to ensure that activities are implemented as planned

c. Maintain and keep under regular review administrative systems and financial management processes (including disbursement of funds and acquittals) in order to assure quality and integrity.

d. Contribute to regular reports produced for AusAID, the Team Leader

Key Skills and Experience
a. Relevant and practical experience in the areas of school infrastructure development, teacher training, school – based management

b. High level administrative and financial management and reporting skills

c. Ability to write quality technical reports

d. Ability to plan, setup, and implement events and activities

e. Ability to set up and maintain manual and electronic information management systems

f. Ability to monitor financial reports and identify potential problems or irregularities

g. Computing skills in word processing and spreadsheets Secretarial support meetings and minute taking to a high standard

h. Experience in working with donor programs and public agencies

2. Program Officer for Technical Vocational Education and Training (PO-TVET) 

Overall Purpose of the Position
The Program Officer for TVET shall contribute to the achievement of the objectives of Technical Vocational Education and Training (TVET) Project for senior high school and out-of-school youths (OSYs). She/He will work in a team with BEAM-ARMM colleagues and the counterpart agencies (DepED) staff and TESDA in the achievement of the Project Objectives. This will require the PO to establish and maintain harmonious and effective relationships and undertake all duties to a high professional standard. The PO will undertake the specific responsibilities prescribed below. Duties may be varied from time to time by the Team Leader to meet changing Program needs.
Roles and Responsibilities

a. Provide technical, coordination, and administrative support to the TVET Project

b. Liaise with Field Officers, key partner agencies (DepEd, TESDA) and service providers to ensure that activities are implemented and objectives are achieved as planned;

c. Maintain and keep under regular review administrative systems and financial management processes (including disbursement of funds and acquittals) in order to assure quality and integrity.

d. Contribute to preparation of regular reports for AusAID and the Programme Team Leader

e. Provide support in: i) the operationalization of the M&E system for the component; ii) monitoring of progress of component activity implementation; and ii) conduct of evaluation/review of achievement of component outputs and outcomes.

f. Perform other or related tasks as maybe assigned from time to time by the Project Manager and Team Leader

Key Skills and Experience

a. Relevant and practical experience in the areas of technical vocational education and training and entrepreneurship development
b. Proficient in preparing quality technical reports
c. Ability to plan, setup, and implement events and activities
d. Ability to set up and maintain manual and electronic information management systems
e. Ability to monitor financial reports and identify potential problems or irregularities
f. Proficient MS Office i.e. word, excel and powerpoint
g. Provide high standard technical support during meetings, workshops and conferences. standard
h. Experience in working with donor programs and public agencies.

3. Program Officer for Unified Monitoring and Evaluation (PO-M&E) 

Overall Purpose of the Position
The Program Officer for Unified Monitoring and Evaluation will work under the supervision of the Monitoring and Evaluation Advisers (both long-term and short-term) and in coordination with the designated DepED ARMM counterpart staff.

Roles and Responsibilities
The main role of the Program Officer for UME is to support the:

1. management and implementation of the Unified Results-Based Monitoring System (URBMES);

2. implementation of the monitoring and evaluation system for Component 1b and Component 3;

3. activities planned to fully implement the UM&E system and plan;

Key Skills and Experience
a. An excellent understanding of M&E systems and processes, preferably of the requirements for M&E of AusAID supported programs

b. At least 8 years of experience in M&E of projects/projects

c. Ability to work effectively within a cross-cultural team

d. Exceptional communication skills

e. Extensive experience in report preparation and compliance with donor and GoP requirements

f. Highly proficient in MS Excel, MS Word, MS Access (Knowledge in MS Project highly desirable)

g. Experienced in working with donor programs, development work and/or related field.



4. Grants Officer 

Overall Purpose of the Position
The Grants Officer will be responsible for effective management of school/community education and training grants as an incentive for achieving targeted results. Reporting to the Finance Manager, the Grant Officer will be working closely with Program Officers and Project Advisers and shall assume specific duties as presented below:

Roles and Responsibilities
a. Coordinate with components and other implementing partners the necessary technical assistance for developing, designing and implementing school/community education grants.

b. Monitor and assess grant releases, acquittals and reports, and in particular their progress and status;

c. Provide monthly report to the Finance Manager and Team Leader on the status of grants;

d. Maintain hard and soft filing systems for site plans and budgets;

e. Conduct monthly reviews of grants with Program Officer’s to assess the following: standards of acquittal and financial reports, appropriate allocation of funds in accordance with site plans, timeliness of acquittals and timeliness of site reports;

f. Make key recommendations to the Finance Manager on site’s capacity and plans for skills strengthening;

g. Contribute to financial capacity building of project partners/service contractors

h. Contribute to revisions of the Operations Manual, Risk Management and Annual plans

Key Skills and Experience
a. Practical understanding of and extensive experience in grants management including effective planning, tracking financial expenditure and accurate record keeping;

b. Demonstrated experience in working with multi-stakeholders including with local communities and local governments.

c. Familiar with and have clear understanding of local context, particularly ARMM/Mindanao.

d. Understanding of and commitment to Fraud Management through process compliance;

e. Understanding of and ability to adhere to the Commonwealth Procurement Rules

f. Ability to provide detailed and accurate financial reports in a timely manner;

g. Excellent written and oral communication skills (in Filipino and English);

h. Excellent level of interpersonal, negotiation and conflict resolution skills;

i. Willingness to travel and conduct project activities at provincial level in the Autonomous Region in Muslim Mindanao (ARMM);

j. Demonstrated computer skills with familiarity of Excel and MYOB;

k. Formal financial or bookkeeping qualification;

Notes:
Duration of Assignment: Program Officers and Grant Officers shall be 30 months
Location of Assignment: BEAM ARMM Office in Cotabato City

5. Field Officers for Maguindano, Lanaodel Sur, Basilan, Sulu and Tawi-Tawi

Overall Purpose of the Position
The Field Officer (FO) will work in a team with BEAM-ARRM colleagues and the counterpart agency (DepED) staff at the provincial levels. This will require the FO to establish and maintain harmonious and effective relationships with Program and Project partners at the community levels to help ensure effective and efficient implementation of approved projects and activities.

The FO will undertake the specific responsibilities prescribed below but which may vary from time to time as determined by the Program Team Leader and Project Managers, to meet changing Program needs.

Roles and Responsibilities
a. Coordinate with key project partners, i.e. DepEd, TESDA, NGOs and private technical vocational institutions, in the implementation and monitoring of approved activities;

b. Provide technical assistance to project partners in implementing agreed/approved projects/activities;

c. Be responsible for the monitoring of project implementation activities and ensure that targets are achieved effectively and efficiently;

d. Prepare and submit progress reports according to the standards and ensure that the BEAM ARMM Team is timely informed of progress of the projects as well as prevailing and potential problems that hinder the Project from achieving the desired resultsfrom achieving;

Knowledge and Skills required 
a. Demonstrated experience in project planning and management (including monitoring and evaluation), particularly of development assistance projects relating to basic education, technical vocational and entrepreneurship projects;

b. Demonstrated knowledge of inclusive development approaches

c. Familiar with the local settings in Autonomous Region of Muslim Mindanao (ARMM).

d. Excellent analytical and communication skills, including report writing

e. Demonstrated problem solving skills

f. Knowledge and skills in capacity building methodologies, team building, mentoring and coaching

g. High level computing skills (word processing, spreadsheets, power-point presentations, etc.)

h. Excellent inter-personal and facilitation skills, including the ability to effectively work with and support a wide range of stakeholders

Duration of employment: 30 months
Location of Assignment: Field base at respective province within ARMM


6. Field Officer for M&E

Purpose of the Position
The Field Officer for Program Monitoring and Evaluation will work under the supervision of the Monitoring and Evaluation Adviser and in coordination with the designated DepED ARMM counterpart staff for M&E.

Roles and Responsibilities
The role of the Field Officer for M&E is to support the:

1. implementation of the monitoring and evaluation system for Component 1b and Component 3 of the program;

2. implementation of all field-level M&E activities.

Key Skills and Experience
a. An excellent understanding of M&E systems and processes

b. At least 5 years of experience in M&E of programs/projects

c. Ability to work effectively within a cross-cultural team

d. Exceptional communication skills

e. Extensive experience in report preparation and compliance with donor and GoP requirements

f. Highly proficient in MS Excel, MS Word, MS Access (Knowledge in MS Project highly desirable)

g. Experienced in working with donor programs, development work and/or related field.
