Clarification on the payment of Kindergarten volunteer teachers

It has come to the knowledge of the Regional Office and the Office of the Regional Governor that clarification was sought regarding the payment of kindergarten volunteer teachers for the period June to December 2011.

Regional Secretary Atty Jamar Kulayan has since ordered the publication of payment details as reflected in the table below. The total amount downloaded by DBM to DepEd-ARMM after the former's deducting required taxes is P60,742,000 and divided as follows:

The second column reflects the number of teachers recruited by division. The third column reflects the number of kindergarten classes organized. The fourth column reflects the total amount downloaded to each division. Aside from Lanao Sur IB, Lanao Sur IIB and Sulu II, where a different downloading mechanism will be adopted, most the division allocation has been received and dispersed.

The sixth and seventh columns represent the monthly and total amount to be received by each teacher for every class handled. For those who handled two classes, the amount in the final column is doubled.

Please note that the variation in the amount is due to inconsistencies between DepEd CO criteria and available budget and that of the division office expectations and recruitment practice. The current administration was not involved in the recruitment and deployment which happen prior to the school opening last year, about 7 months before the assumption of the current government. When it became difficult to reconcile their differences, it was decided by the former to include the DepEd-ARMM RO in resolving the problem with initial meeting in the May 2012 Regional ManCom meeting. There was also additional requirements by DepEd CO including field validation and birth certificates to address allegation of "ghost enrollees".

Regional Governor Mujiv Hataman and Regional Secretary Atty Jamar Kulayan are encouraging teachers who received less than the stated amount to complaint through the Action Center for Education (ACE).
