Advisory to the Applicants, Promotees and Retirees

It has come to the knowledge of the Regional Office that certain personnel  or persons alleging personal connections by conducting their own transactions to attract and solicit monies in return for promises of appointment, promotion, step increment adjustment, payment of back pays and similar actions.

Whether in and off the office, during office hours or not, THESE ARE NOT AUTHORIZED TRANSACTIONS. No one should be paying monies in return for appointment, promotion, step increment adjustment and similar actions. Government transactions are not for sale. If a person pays, he is not a victim, he is a participant and committing graft. 

Appointment and promotion are based on Civil Service merit and fitness standards, the same is being uphold by the current ARMM administration. Buying of fake transcript of records and eligibility and passing them on as "genuine" will be subject to severe administration sanctions from DepEd, CSC and PRC. Please note that we are now in the process of dismissing at least ten (10) teachers. They have been found guilty by the CSC for severe dishonesty as they presented fake eligibility to get permanent appointment. 

There is also allegation of personnel doing interviews and recruiting appointees at their home, in secluded section of a restaurant and similar places. These are NOT AUTHORIZED as well.

Monies are also exchanged in return for step increment adjustment. Step increment is adjusted based on length of service, one step for every three (3) years. We have already found out a number of authorized step increment. Evidence is being prepared against the concerned personnel and will be discussed in the next Regional ExeCom meeting. 

Retirement processing at the division and regional office is FREE. Staff assigned to do this job is laready paid by government in the form of monthly salaries and other fringe benefits. It is not the responsibility of the retiree to have his or her papers processed and photocopied. The monthly office MOOE to the division office is a quarter of a million and includes provisions for bond papers and courier service. Retirees or anyone doing transaction at DepEd-ARMM are not under obligation to provide snacks or "pasalubong".

Those with back pay claims, we request your patience as we validate claims manually. Our patience have paid off with the discovery of double claims - those who are claiming again when they have been paid already in the September 2011 supplementary payroll. The Regional office will send a memo detailing earlier payments. Those who are in the supplementary payroll but did not received the complete or stated amount therein, we encourage you to file a formal complaint. We have a legal section ready to investigate.

These under the table transactions are not only illegal but morally repugnant. We thank members of the general public who have been active in providing us feedback about the actions of our own personnel and persons purportedly representing us. 

Yes, this is a continuing reform for the present administration. The responsibility lies with all of us. Governance is not the sole domain of politicians and bureaucrats. All working in government are called public servants for a reason - to serve and not to make money out of the misery of the general public.

We are currently working on our operations manual to make transaction transparent, predictable and fast. when this is done, we will draft our citizen's charter as part of our ARTA-compliance.
